wrote on the Special Interest: Public Sector wall: The ICO has updated its guidance on the exemption for commercial interests (section 43). The guidance, which hadn't previously been updated since 2008, features case studies throughout, as well as a section on practical issues for public authorities, covering consulting with third parties, timing, outsourcing and confidentiality clauses. https://ico.org.uk/media/for-organisations/documents/1178/commercial-interests-section-43-foia-guidance.pdf

wrote on the Special Interest: Public Sector wall: First Tier tribunal has ruled that a report which made adverse findings about a parish council chair's conduct must be disclosed. The Tribunal said "it is hard to see a more clear cut case of a FOIA request pursuing a legitimate interest. The Chair of a Council has, using his role as chair, controlled the receipt of a report critical of him and caused it to be rejected in a private session of the Council. This was misconduct of a councillor of considerable gravity."
