David will talk about his experience of using the Freedom of Information Act’s Section 46 Records Management Code of Practice to assess service maturity and using this as a basis for making organisational changes. He’ll also cover some reflections on other models of assessing RM maturity. There will be a chance to ask questions and for Welsh colleagues to discuss their experiences afterwards. David has worked in information and records management for approximately 17 years in a number of public sector organisations. David is a member of the British Standard Institute’s Records Management Committee and a former Vice Chair of the Archives and Records Association. Beginning his career in 2007 as an archivist at Derbyshire Record Office, David moved into records management in 2009 working as Derbyshire County Council’s Corporate Records Management until 2017. In this time he was responsible for oversight and contract management of off-site document storage, policy development, scanning processes, training delivery and oversight of records management within the council’s EDRMS. In 2017 David started working for the University of Leicester as their first records manager, establishing the records management function. During his time at the university David led on the creation and maintenance of the university’s Records of Processing Activities (ROPA), procurement of off-site document storage, policy development and establishing a training programme. Since August 2022 David has been the Records Management Lead for NHS England overseeing a team responsible for a large portfolio of off-site document storage providers, information asset management, training and engagement, Public Records Act compliance, and providing subject matter advice on records management to the organisation.
