Local Government Functional Classification Scheme (LGFCS)

Welcome to the new 2024 Local Government Functional Classification Scheme (LGFCS). This scheme replaces the previous Local Government Classification Scheme 2006 and was approved by the IRMS Executive Committee on 4th February 2019. 

 

What is the LGFCS?

This Local Government Functional Classification Scheme provides you with a framework to be used to create a new functional corporate file plan. We have created this new scheme primarily for local government (councils). However, it can provide the basis of information architecture for other organisations.  The IRMS own the intellectual property (along with Michele Noad, the author) ISBN:978-1-916239-2-2.

 

The Classification is a free resource for IRMS members to use.

 

The Scheme looks at functional classification within local government. Its focus is primarily local government within England. However, it will also have strong relevance in the other nations of the UK. Please be aware, when looking at the Scheme that the main differences in practices in other geographical areas of UK are in primarily record retention. Retention is beyond the scope of the LGFCS. 

 

Cultural change and engagement 

The Classification on its own cannot achieve any benefits. It is imperative to realise the implementation of a new corporate file plan is also a cultural change programme. The LGFCS can provide the foundation for this transformation, but employee engagement is a key critical factor for its success. It will ensure that employees feel that ‘Change is done with us, not to us. And this will help to assure the new file plan will be used in accordance with best practice. However, the great advantage you will have, is that employees understand this classification and it will make sense to them. It is logical.  So, the rest is up to you.
